Actually Local government usually refers to a mass organization that acts as part of a national government based on the territory of a country in a relatively small geographical area. Now Local government is an organization made up of locally elected representatives to carry out local activities. Then Local government is not a sovereign institution like the national government. The national government controls the functions of the local government through various circulars and directives. The local government follows the instructions of the national government in determining and collecting taxes, rates, fees, tolls etc. in the specified area. Village councils are mentioned in the ancient and medieval period before the British period and in the period 1500-1000 BC. Besides, evidence of the existence of village administration is found in the Maurya or Maurya period from 324-183 BC.

Before the arrival of the British, the practice of panchayat was prevalent in most of the villages as a local government institution in Bangladesh at that time. The number of members of the panchayat was 5. Panchayat system was born out of social need based on the opinion of the people. So they had no legal basis. During the British rule, Lord Mayo passed the Chowkidari Act in 180 for economic, administrative and political reasons and to strengthen the British base. This led to the emergence of local government for the first time and the repetition of the panchayat system. The Chowkidari Panchayat had five members and the District Magistrate appointed all the members of the Panchayat for three years. Due to the shortcomings of the Chowkidari Panchayat system, Union Committees formed at the union level in 185 with the introduction of the Bengal Local Autonomy Act.

The number of members of the Union Committee was 5-9 and elected by the villagers and the Chowkidari Panchayat functioned alongside the Union Committee. As a result, the difficulties of dual rule became apparent. Then in 1919 the Chowkidari Panchayat and the Union Committee abolished and a Union Board formed at the Union level. 1/3 of the members of the Union Board nominated by the Deputy Commissioner on behalf of the government and the remaining members elected by the people. The members elected a president and a vice president from among them. The tenure was 3 (three) years. However, 4 (four) years made from 1938 and the nomination system abolished in 1947.

The Union Council formed under the Basic Democracy Order, 1959 and had 10-15 members. Two-thirds of the total members elected by popular vote and the remaining one-third nominated by the sub-divisional administrator government. With the introduction of the constitution in 1972, the nomination system abolished. The members elected a chairman and a vice chairman from among them. The post of vice chairman later abolished.
