Khulna declared a municipality on 6 September 184 by The Calcutta Gazette. Gagan Chandra Dutt was the first chairman of the Khulna Municipality Board. At that time Khulna municipality in Tutpara, Sheikhpara, Charabati, Helatla and Koyla Ghat areas. After the independence of Bangladesh, the name of the municipality changed to Khulna Municipality. Khulna Municipality updated to Khulna Municipal Corporation in 1984 by President Hussein Muhammad Ershad on the 100th anniversary of the town. According to The Calcutta Gazette, Khulna declared a municipality by the then Governor (name) on 6 September 184, and on 13 December the Reverend Gagan Chandra Dutt became its first chairman. The then municipality a board of fifteen members consisting of ten elected members, four office bearers and another nominated member.
According to the “Municipal Administration Ordinance”, the name of the Municipal Board changed to Municipal Committee and the municipal area increased from 4.64 square miles to 14.30 square miles. The municipal committee then had 28 members and the municipal area divided. Divided into 14 wards. After independence, the last evolution took place under the Bangladesh Local Council and Municipal Committee (Abolition and Administration System) Order-1972 and Khulna Municipality renamed Khulna Municipality and finally Khulna Municipality declared as Khulna City Corporation.
